"Regarding your plan for College Incentive Prepayment, how about "tweaking" that program by adding incentive to students maintaining a target GPA while in school by providing assistance to decrease their financial burden to better help them complete their chosen field of study.
Many students do not complete their programs due to the burden of tuition. With the struggling economy today, this may be just the push needed to keep them focused on that degree.

Being a war veteran I personally feel our government seems to take for granted our fellow war veterans, and I am aware of the present problems, the red tape, the walls, and the difficulty faced when a vet needs some help from the government who made the decision to have a war, and also who made the decision to cut back the budget of the VA during this current war. Mike totally understands these issues as well he is a veteran.
